This is the deterministic condition/task distribution, not a claim that 10,000 actual-media bundles have already passed semantic QA. Actual-media acceptance remains a separate production materialization stage.
Showcase policy: 1,900 eligible · 8,100 capability canary. Final-200 may only use workload cells authorized by output pilots.
Native AV correction: 1,200 tasks use native_silence. H3 must emit a silent audio stream; post-generation audio removal does not qualify. The legacy silent delivery policy has zero allocation.
